Sinus lift with 4 mm of residual bone and an 8 mm implant: is a graft needed?

Quick ques. If you have RBH about 4 and put 8mm, do you add bone graft? Before I use hydro lifting kit, it easier for adding bone graft, but with elevate kit, the hole is tiny very difficult to add bone
